Red Tape My red tape research has focused on assessing the state of the art and developing better measures of red tape (Feeney 2012). I have conducted research comparing red tape perceptions across public organizations and private contracting firms (Feeney & Bozeman 2009) and investigating how people respond to varying levels of formalization and red tape (Kaufmann & Feeney 2012). I coauthored the book, Rules and Red Tape: A Prism for Public Administration Theory and Research (2011) with Barry Bozeman.
